Consultation has closed on the Terminal Place and McLeod Road, Merrylands, Draft Voluntary Planning Agreement (VPA2024/0005), and submissions are now being reviewed. Thank you to everyone who submitted feedback.
July 2024 consultation
Council invites you to have your say on a draft Voluntary Planning Agreement (VPA) prepared for the land at 4-4A Terminal Place, 5 and 7 McLeod Road, Merrylands (the subject site) that forms part of the Gladstone Village Masterplan located within the Neil Street precinct. The land subject to the draft VPA is shown below:

About the Draft VPA
The draft VPA is in connection with development consents DA2022/0722 (‘Stage 2’ and ‘Site 1’) and DA2022/0776 (‘Stage 3’ and ‘Site 2’), and Development Application DA2023/0485.
Development consent DA2022/0722 for the site currently known as 7 McLeod Road, Merrylands would allow for the construction of a 21 storey mixed-use development comprising 4 commercial tenancies and 236 residential units over 5 levels of basement parking, which was approved by the Sydney Central City Planning Panel (the Panel) on 26th March 2024 (PPSSCC-414). While Development consent DA2022/0776 for the site currently known as part 5 and part 7 McLeod Road, and 4-4A Terminal Place, Merrylands includes the construction of 3 buildings ranging in height from 12 to 17 storeys and comprising of 6 neighbourhood shops and 303 residential units over six 6 levels of basement parking, which was approved by the Panel on 13th June 2024 (PPSSCC-424). The proposed works for public open space and public domain works are sought under Development Application DA2023/0485 that is currently still under assessment.
The landowner (Merrylands 88 Pty Ltd) and developers (Merrylands (A) 88 Development Pty Ltd and Merrylands (B) 88 Development Pty Ltd) for the subject site have offered to enter into a VPA with Council. Council at its meeting on 17th July 2024 resolved to publicly exhibit the draft VPA document for the site. The preparation of the draft VPA is guided by Council’s Planning Agreements Policy and Guideline. The key objectives of the draft VPA requires the landowner:
- to dedicate land for public open space and the provision of public road that improves connectivity and access for the broader precinct, Merrylands Town Centre and its surrounds; and
- to deliver public open space and public domain works in and around the site’s immediate surrounds that relate to the embellishment of the proposed Terminal Place, Neil Street and Boulevard Parks.

During this community consultation period, residents were encouraged to view or download a copy of the draft VPA and supporting documentation for review from the document library on this page.
The draft VPA and supporting documentation were also available in hardcopy form at:
- Auburn Customer Service Centre, 1 Susan Street, Auburn.
- Merrylands Customer Service Centre and Library, 16 Memorial Avenue, Merrylands.
The consultation period ran from Monday 29 July to Monday 26 August 2024. During this community consultation period, residents were encouraged to submit their comments on the draft proposal. Anyone who wished to provide feedback on the proposal were to do so in writing by 11:30pm Monday 26 August 2024.
