Council invites you to have your say on the Cumberland Open Space Planning Proposal for various sites across the Cumberland local government area (LGA).
On 29 October 2025, Council resolved to endorse the Cumberland Open Space Planning Proposal (prepared by HillPDA on behalf of Council) as recommended by Council's Property Committee, and proceed with early Community Consultation (refer to document library for information).
The Proposal applies to various sites (approximately 237 sites) across the Cumberland LGA as shown in Figure 1 below. A list of sites affected by the proposal can be viewed in the document library along with the Planning Proposal and other supporting information.

The Planning Proposal will ensure that the open space planning controls in Cumberland Council reflect the current provisions and changes for future needs by providing greater certainty for existing landowners and the community.
The Planning Proposal seeks the following amendments to the Cumberland Local Environmental Plan (LEP) 2021, as outlined below:
- Include existing sites that provide for public open space but are not currently zoned for its purpose.
- Identify sites currently owned by Council, for rezoning from open space to residential purposes, which are identified for consideration in the Duck River Strategic Masterplan.
- Removal of privately owned sites no longer required for public open space land acquisition and rezone them to the adjoining residential zoning.
- Identify sites with related changes to the existing land reservation mapping removal and reclassification of land.
During the community consultation period, residents are encouraged to view or download a copy of the planning proposal and supporting documentation for review from the document library on this page.
The Planning Proposal and supporting documentation are also made available in hard copy form to view at the following locations:

The Planning Proposal and supporting information are on exhibition from Monday 24 November 2025 to Monday 15 December 2025. During this community consultation period, residents are encouraged to submit their comments on the proposal. Anyone who wished to provide feedback on the proposal was to do so in writing by 11:30pm Monday 15 December 2025.

Submissions concerning the planning proposal are to be made by 11.30pm 15 December 2025. Please quote PP2025/0001 as the submission reference.
