About the Draft VPA

At its meeting of 1 November 2023, Council resolved to prepare and exhibit a voluntary planning agreement to deliver public benefits.

This council meeting also resolved and endorsed a planning proposal for the above site (PP2022/0003) which is currently under finalisation following a Gateway Determination issued on 28 April 2023. The Planning Proposal’s intended outcomes are to:

  • Facilitate a 4 and 6 storey hotel or motel development with basement parking on site and ancillary hotel/motel facilities on the site’s western part; and
  • Restore and conserve an existing local heritage item (The Wattles building) on the eastern part of the site with landscaped gardens via adaptive reuse for a restaurant or a café use.

As part of the Planning Proposal, NRB Property Pty Ltd (the Landowner and Developer) offered to enter into a Voluntary Planning Agreement (VPA) with Council. The VPA is a mechanism for Council to capture the increase in land value that is likely to arise from the proposal and redirect those funds back into the local area for the benefit of the broader community. Preparation of the VPA is guided by Council’s Planning Agreements Policy and Guideline.

The objectives of the Draft Planning Agreement are to provide funding for the delivery of future public domain upgrades to South Wentworthville and Westmead areas situated in close proximity of the Land. The draft VPA seeks to provide a monetary contribution towards local infrastructure improvements and public domain upgrades in the South Wentworthville and Westmead area. On 1 November 2023, Council endorsed in-principle the public benefit offer for the planning proposal and a draft VPA to be prepared and placed on public exhibition.

The planning proposal and supporting information was on exhibition online from Tuesday 6 February 2024 to Tuesday 5 March 2024. During this community consultation period, residents were encouraged to submit their comments on the proposal.
