January 2024 consultation:
Council invited you to have your say on a Planning Proposal Request for 4 - 4A Terminal Place, Merrylands known as (Site 2) as shown in the map below:

About the Proposal
The proposed development site (Site 2) located within the Neil Street Precinct, Merrylands contains proposed residential flat buildings D1, D2, C and B.
The Planning Proposal will introduce a taller residential tower building for proposed Building D1 which adjoins the existing Merrylands bus and rail interchange site. The intended outcome is to facilitate building height transition from the Neil Street Precinct towards the Merrylands bus and rail interchange. The site is predominantly zoned as R4 High Density Residential.
Aland Pty Ltd is the Proponent for this Planning Proposal Request and Merrylands 88 Pty Ltd is the landowner/s for the site. Think Planners Pty Ltd are the proponent’s planning consultant.
The Planning Proposal Request seeks to amend the existing planning controls under the Cumberland Local Environmental Plan (LEP) 2021 to:
- Amend the existing building height from 39 metres (12 storeys) to 86 metres (27 storeys) for proposed Building D1 only;
- Amend the existing Floor Space Ratio (FSR) control from 5:1 FSR to 6.6:1 FSR across Site 2 for the existing R4 High Density zoned portion, which anticipates an additional Gross Floor Area of approximately 10,530m2 (105 units); and
- Introduce 500m2 of ‘commercial premises’ as an additional permitted use across Site 2 to amend Schedule 1 (proposed Buildings D1 and D2).

The planning proposal and supporting information was on exhibition online from Tuesday 30 January 2024 to Wednesday 28 February 2024. During this community consultation period, residents were encouraged to submit their comments on the proposal. Anyone who wishes to provide feedback on the proposal must do so in writing by 11.30pm Wednesday 28 February 2024.
