Council values the opinions and suggestions of the community and appreciate your input on the draft Voluntary Planning Agreement (VPA) for land at 25 Hampden Road, South Wentworthville. 

During the community consultation period, residents are encouraged to view or download a copy of the draft VPA and supporting documentation for review from the document library on this page. 

The draft VPA and supporting documentation are also available in hardcopy form at:

  • Auburn Customer Service Centre, 1 Susan Street, Auburn. 
  • Merrylands Customer Service Centre and Library, 16 Memorial Avenue, Merrylands.
  • Wentworthville Library, 2 Lane Street Wentworthville. 

The consultation period runs from Friday 14 November 2025 to Thursday 11 December 2025. During this community consultation period, residents are encouraged to submit their comments on the draft VPA. Anyone who wished to provide feedback on the proposal were to do so in writing by 11:30pm Thursday 11 December 2025.


Council invites the community to Have Your Say on a draft Voluntary Planning Agreement (VPA) prepared for the land at 25 Hampden Road, South Wentworthville. 

The land subject to the draft VPA is shown below:

 

The Draft VPA is related to a development application (DA2023/0705) which was approved for the construction of a two storey, 100 place centre-based childcare facility with basement parking for 25 vehicles and associated landscaping and stormwater works at the subject site. The draft VPA proposes to dedicate a portion of land at the rear of 25 Hampden Road, South Wentworthville as shown below, for the extension of a public road:

Council officers have undertaken an assessment of the Draft VPA and consider it to be consistent with the Cumberland Planning Agreements Policy and Guideline, as it would provide a public benefit through land dedication that would enable Council to construct an extension to an existing public road that is identified in local planning controls. At the Council meeting of 20 March 2024, Council provided in-principle endorsement of a Letter of Offer related to the Development Application to enter into a Planning Agreement which proposed to dedicate a portion of the land at no cost to Council. This endorsement taken into account in the assessment and determination of the Development Application which included a condition of consent for a VPA to be prepared to cover this matter. Subsequently, at the Council meeting of 24 September 2025, Council endorsed a draft VPA which was prepared in accordance with the Letter of Offer, and it was resolved to publicly exhibit the draft VPA for the site.

Submissions concerning the VPA were to be made by 11:30pm Thursday 11 December 2025. Please quote VPA2024/0003 in your response. 

There are three ways you can lodge a submission:
